Honestly, I enjoyed my stay in Old Tingri (no electricity or running water) more than my stay at this "4-star hotel" in Lhasa... At least the place in Tingri was upfront about who they were and what they offered.
I stayed at this hotel as part of a Tibet tour package (everything about the tour company was great EXCEPT for their decision to put us in this hotel). First, as the other reviewers mentioned, this hotel is inconveniently located. It is a 10 minute taxi ride or 30-40 minute walk to the Barkhor. Second, this place has serious plumbing problems. The bathrooms smell like sewage, none of the rooms I stayed in had a shower with a functioning drain, and one of the rooms didn't even have a functioning toilet! Finally, the staff is incredibly unprofessional and utterly unresponsive. When I called the front desk to tell them the toilet wasn't working, they laughed. When my friend from China called to explain the situation, they resorted to insults and name calling. When I asked for a new room, they told me to share a room with one of my friends. Seriously?
One positive note - the rooms (particularly the suites) are very spacious.
Tibet is such a beautiful and fascinating place. I'd recommend staying away from this hotel just so you can start (or end) your journey on a more positive note.
