Given the reviews, the location, and the website, I was expecting a truly 5-star international experience. The gardens are very nice and the public areas are quaint but, other than that, the Governor's Residence disappoints in almost all other ways.
The rooms are comfortable but nothing special. Don't expect a separate shower and bath, flat-screen TV, a phone next to the bed or internet access (available only in the lobby and nearby area as the signal is too weak to reach the rooms).
What really disappointed us was the food (and with prices that were more than double what we paid everywhere else in the country). Our Myanmar tasting menu at dinner (3 courses for $39) was a disaster. Not one dish was tasty and the dessert was so awful that we sent it back (the captain offered to give us a fruit plate to share instead).
My lunch earlier that day was a Caesar's salad with chicken that came in a small bowl, for $18. Oh, if you do decide to have dinner at the hotel, be sure to reserve at least a day ahead as being a guest of the hotel does not ensure you a table. We witnessed 2 different parties resident in the hotel being turned away the night we dined there.
Until some more hotels open up in Yangon, I will go back to The Strand given the noticeable difference in prices, room size/standards and food quality.
