Our stay in Tel Aviv was tempered by the wintery weather - brief spells of sunshine followed by cold (<10 deg.C) and heavy rain. That said, The City Hotel gave a genuinely warm welcome - esp. from Pino at Reception.
Because of reviews of its sister hotel, the ArtPlus, having very small rooms, we booked a Studio room. This had a small 2-chair, south-facing balcony, with a partial view of the sea (from 6th floor).
Room decor was quite eccentric, in that lots of Formica furniture reminiscent of the 50's(?). But it really worked and lots of space when sofa-bed turned back to a sofa and lots of natural light and interesting vistas.
What I didn't like: worst thing was positioning of the toilet - so close to the mirror you could floss your teeth while using the toilet! Also difficult to locate oneself (!) if tall (1.8m, 6 ft). Likewise, shower was fine as long as not much taller than above. Breakfast - I've certainly enjoyed better, poor orange juice, sliced cheese, but lots of grilled veg and food non-Israelis might associate with salads? Or just not my thing. Carpets on 6th floor hallways were very worn and tatty - really let the place down. Soundproofing between rooms could be better and could hear some guests from hallway.
The view directly across from the hotel is of 2 dilapidated apartment buildings, which seems quite common for Tel Aviv - nice places next to hideous ones. The hotel is just off Ben Yehuda St. - again, not particularly attractive. From this experience, Tel Aviv is all about the beach, so if weather agrees, this hotel is well placed to take advantage of beach life.
Overall, I would stay here again (in Studio room) due to warmth of staff and as an alternative from large high-rise options elsewhere.
