I stayed in the Carmel for 14 days and it was not the greatest place to be staying. The rooms were big and clean and the food (breakfast and dinner) was okay, everything was rushed and I felt as if I was being ushered in and out as fast as possible.
The business suit was not very good the PC's were older than the hills and the printer was older again, and the staff were not very useful or welcoming.
It has been considered one of the best hotels in Haifa for a long time and it seems to be surviving on its reputation alone.
