I stayed here in October as the Ascott where I normally stay when in Baku was full.
On the positive side, the room is clean and fairly large, WiFi is free and works fast and breakfast is allright. Also the location is good.
However, I had a real bad experience. For some reason the room has an outdated airco-system which means a large iron box is hanging out of the window, which as it started raining meant like having to sleep with a steel drumband playing next to you. Even earplugs didnt help. I asked for another room but the lady at the reception said there wasnt any available, The manager explained me the next morning the suites have another type of airco-system which shouldnt have such a problem.
The staff is really nice and friendly but a bit chaotic; my invoice was incorrect and the taxi was ordered at the wrong time. Also despite the visa-signs the hotel doesn't accept credit-cards, only cash. At 130 AZN a night for a standard room it's not cheap but also not expensive.
