After staying at various hotels for a business project which requires several team members to fly to Rabat frequently, we kind of settled on Hotel Rabat as being the most reasonable compromise. This does not mean it's a good hotel - it just means the others are either worse or too expensive.
The good parts - it does provide a roof above your head and the food is edible. Some colleagues claim there is evidence of some housekeeping activities but this still debated :-)
Seriously speaking, there are many things not quite right and one is cleanliness. We frequently find towels which are extremely worn up and/or plain dirty. There is a smell in most rooms (a moldy/stale smell, not very strong but it's there). Sometimes we find proof of previous room owners etc.
Another thing is maintenance. Air conditioning sometimes fails, windows don't stay closed, the floor sign on the elevator doesn't work, ...
The breakfast is a mockery of 5 star standards, with a very limited selection of foods and imperfect service.
There is paid Internet of average quality (around 50 euros for 3 days) but vouchers are frequently unavailable at the reception (we're no longer buying Internet from the hotel, we bought mobile Internet modems).
Be sure to check carefully the charges at checkout. Mistakes and mischarges are frequent.
All in all, you can stay at this hotel but you won't enjoy it. Definitely don't expect 5 stars, more like a shabby 3 star. However, hotels in Rabat *can* be worse. If you can't afford the nice Sofitel Jardin des Roses, grind your teeth and give Hotel Rabat a try.
