There are quite a few positives about Hotel Villa Maria Luigia, according to our experience there around the Easter weekend 2009. The staff, on the whole, were friendly. The rooms are pretty clean (although we could have done without the sliding, concertina-style plastic door to the bathroom). We had the cheapest room which was reasonable and other guests said the more expensive options were very spacious. The nearby town of Frascati is lively and has a variety of excellent wine bars and restaurants.
Essentially, the problem with the hotel was location. It is further from Frascati then we originally thought and takes about 15 minutes to reach the town centre by taxi/car. There are no amenities of any kind within realistic walking distance. The free hotel shuttle to Frascati was only available once in the morning and then later in the evening. The hotel's information suggests it is available any time on request - this was not the case. The service was great when available but at other times a taxi to Frascati cost 15 Euros and the local bus service was very unreliable. On one occasion the shuttle left early and we had to get an expensive taxi instead. Hence, the journey to Rome from the hotel (via Frascati) is time-consuming and you can't get there before 11.20am, unless you have a car or are willing to spend extra on a taxi.
This hotel is a cheap option for anyone wanting to see Rome, but looking back we may have used our money and time better by staying in Frascati itself.
