Really, just what we were looking for: a decent place to sleep that was close to public transportation. They don't try to pretend to be anything else. A queensized double en suite for €74 per weekday night is hard to beat in Strasbourg. The room while jammed with the large bed was comfortable. Bathroom was modern. We had no need of the kitchen appliances, but did use the coffee pot and microwave which were nice to have (and rare to see in European hotels of this class). The girl at reception gave us a 1.5 L bottle of water to make our hot choclate in the evening and coffee in the mornings with. (We had to supply the hot choclate and coffee.) At the time of our stay there was a musical festival going on in Strasbourg and all but the more expensive (+250 E) were booked, making the Citea an even better deal.
Our room was on the ground floor, facing the tram tracks just on the other side of the sidewalk. I was sure that the noise would keep us up all night, but with the double paned windows closed and the steel shutter down we did not hear a thing. Staff at the reception and cleaning staff were pleasant enough and provided us with a city map. We skipped the 7.50€ breakfast, opting to eat in town instead. On departure, the staff secured our luggage behind reception until we came back that afternoon to pick it up.
The only dislike I had of the hotel was that the exhaust fan in our bathroom was not working. In the morning there was a very slight odor of sewer gas in the bath, and in the hall outside of the room. Hardly noticable, but I feel I should mention it. It was not nearly as bad as the order coming form Firenze's streets early in the morning.
In short, a good night's sleep with excellent transportation connections at a very reasonable price.
