Lets see - we had five in a room that they reckon could cope with six. That would have meant two people in the fold out double sofa bed. The actual double bed was akin to a wide single - cosy! The girls loved the bunks - which are seemingly styled on those on the Ferry to Cherbourg.
If you are used to the daily maid service of Greece (for example) you'll be disappointed as maid service and clean sheets are an extra. Seemingly toilet paper is as well - so we went to Carrefour.
Contrary to an earlier review towels are included - thanks for that, our own took up valuable case space on a Ryanair flight!!! Supplied with four pillows for four people and it took until the thrid day for them to get some more.
As to Biarritz - we heard about five English voices in a week, according to the locals it's too expensive for the English. I must agree everything did seem more expensive, even than other areas of France. However we flung ourselves into the french lifestyle and enjoyed the Boulangerie (half a mile towards Bayonne) and a run down the hill opposite to the Chambre d'Amour and back up seems the thing to do.
One hot tip - Get a car, this place may be 100 yards from the beach but 50 yards of that are down a cliff - you'll soon get bored if you have no transport.
Biarritz is brilliant and canoeing down the river near St Jean De Luz was great but I'll give this hotel a miss in the future.

Great location, right across from the beach, and bus stop right at the gate, which will take you almost anywhere in the area for only e2 for a day ticket. Quite clean. However the staff were most unhelpful, and in the week I stayed there, we had many more rude encounters with staff than nice. Disappointing when we found all other people in this area friendly and helpful. Simple inquiries about buses gave us a blunt I don't know answer. One member of staff, however, was a pleasure to see, and took a more personal approach to dealing with residents. Apartments badly equipped- very basic equipment, and towels were not changed for the week. Not suitable for the four people that they are meant to fit. Loved the region, but for the first time ever I will say that I would not return to or recommend this hotel. It costs nothing to be nice, and in this hospitality sector it is a requirement, such a pity the staff here lacked the ability to be friendly and helpful.

Noisy rooms = yes, especially if anywhere near the pool (which most are)
Furniture in the rooms = crud. Fold out bed is the bottom of the range Conforma one, hardly works, never flat, uncomfortable. Twin beds in the "room" are real beds, but the room has one A4 sized window (in our case directly into the bar), so is both dark, dank and noisy.
cooking equip = just enough, and old, but okay.
Booking.com claimed Wifi in the rooms - this is not true, it is in reception only.

BUT

Perfectly placed to be able to walk to town and beaches either in Biarritz or Anglet.
Possible to check the surf from the rooms, or garden if not.
Good parking (normally terrible in Biarrtiz)
Friendly/helpful staff on checkout

The "4****" title in apartment hotels doesn't mean a lot, other than 3* is un-inhabitable and 5* doesn't exist....but in the range this is the lowest of the standard. Best by far = "Biarrtz Ocean" in the center.

Would go back on a lads holiday to surf and drink and not worry about noise.

The hotel is simple and spartan, but does have a swimming pool, and is on the road across from cliffs/road leading down to a large secondary beach, separate from the tourist-jammed central beach of downtown Biarritz. On-beach rental of surfboards, bodyboards, etc, as well as snacks/beers.

Suggestion: A great way to end a day with friends is the roadside pinchos stand across the street, overlooking the cliffs, ocean and beach. Was wonderful, with a few beers, pinchos and music.

Unfortunately, the WiFi only works in the hotel lobby.

Overall, good value/money in amidst prices of high summer around Biarritz.
