I have stayed at Hotel Florida with friends several times in the last few years. It is in a quiet side road but situated right in the Centre of Andorra La Vella so very handy for the shops and City Centre.
I think it is best described as fairly basic but very comfortable.
The rooms are quite plain in decor but are clean and tidy. There is a very small bar on the ground floor and also a small sauna.
Although there is no restaurant in the Hotel there is a breakfast room and also several very good restaurants nearby.
There is no hotel car park but there is a large public underground car park across the road.
The hotel is very good value for money and I would recomend it if you are in Andorra for a few days.

We had great service here, and the rooms were pretty good. The decor is starting to be a bit dated, but not enough to make you want to leave the room. If you are in Andorra, you are probably there for the boarding/skiing anyway, so I would say this place is good for that. You are there to sleep. It is quiet and comfortable.

We stayed for two nights after getting a good deal via Laterooms.com. The reception were excellent, lift is small, corridors unlit with push button timed lighting. The room 304 was a good size and quite. the bathroom is dated but clean and functional. Breakfast was included, it was ok, reasonable selection but not enough, we had to ask for items to be refiled each day. The waitress/cook was grumpy when asking for fresh eggs or the orange juice etc. No parking and space on the streets is very limited. Free WiFi.

We found the hotel OK, it's not on the main road but just off it, which is an excellent place for a hotel to be. The man at reception was a bit gruff and asked us odd things, like if we had confirmation of our stay. Well no, but we have our passports and stuff, surely you have a record of our stay on your systems?!

It was mostly a fairly normal hotel, with everything done well. It's thin and tall - but there is a (small) lift, so that's not a problem. Our bedroom was quite small, but it was en-suite, had a TV (where we watched some live football from the UK!) and a cheap mini-bar. The price was certainly very good too.

The breakfast was a fine spread of hot and cold food, better than most we had on our travels.

Now, Andorra has very few (if any) anti-smoking laws. It was like stepping back in time, there were smoking adverts everywhere. Our room smelt heavily of smoke which made it rather uncomfortable, especially for me, an asthmatic. Normally it's nice to come back and relax in the room but I just sat by the window getting fresh air from outside! I did ask to move to another room but was told all rooms were smoky - the woman at reception this time was quite sympathetic.

I think some hotels in Andorra have no-smoking rooms, so you might want to consider one of them if it was a problem. I definitely would if I was going back. However if that's not a problem for you, I would recommend this hotel.
