We ended up at the Borges having being bounced from the Americano, a lucky escape in itself I think. (Looking at other reviews it seems that the Americano has a habit of sending people elsewhere.)
The Borges is not an hotel but a pension. It is very well situated in the Chiado, with the metro station and two popular cafes below. The hotel is tired (like a lot of Lisbon), and in need of renovation, which I believe they are carrying out. We were moved from our first room because of water coming through the ceiling (we guessed it was from a shower above us). The first room had a strange smell about it and was noisy. Our second room faced a sort of internal 'courtyard' and was very quiet. The bathroom was old and poorly maintained (cracked basin, dirty grouting, lethally slippery half-bath which housed the shower). The bedroom was basic though clean and with an ancient TV (the remote didn't work).
Breakfast was basic, but was served in a magnificent room.(Actually, you serve yourself from a very limited buffet and some machines.)
Staff were rather stand-offish but not actually rude.
They let us store our bags after check-out.
If your budget is important to you, this pension would provide a reasonable base for exploring Lisbon. I wouldn't recommend it for a romantic trip or if hotel facilities are important to you. If you can afford it, stay somewhere else.
