I have stayed at the HV at least two dozen times on business. It is conveniently located across from the main train station and at the central tram station.
The staff are polite and recognize repeated guests.
Rooms are nothing special - but a bit larger than standard Swiss rooms. There are two sections - the main hotel and the residences in the back. I am not sure why they are called different names as overall the rooms are the same. If you stay in the residence rooms, your views are of the city behind you (mostly an office building) or of a courtyard. If you stay in the hotel section - views are of the train station or of the same courtyard.
Rooms have a decent-sized bed. Bedding is simply a sheet and a light comforter (although the closet has extre bedding). They just upgraded their TV's and tv system. Wi-Fi is available (also new) - the first two stays whenit was available it was not working. My last stay it was working fine. Not free and not cheap - a week of wi-fi is about US $75. Air conditioner - also new - is free standing and works. But on cool days, one can simply open a window.
Rooms come with a coffee maker and instant coffee (which I find surprisingly good). Mini bar fully stocked with to-be expected prices. Bathroom is fine.
No irons/ironing boards in room. But there is a small ironing area on the 4th floor of the residence with mini ironing boards.
There is a breakfast available each morning (I don't recall the cost as I pass on it). There is a restuarant with pretty good food and a small bar.
As with all Basel hotels, when you check in you receive a mobility card - good for all city public transportation and the shuttle back to the airport.
For me, the best part is its location.
