The Cavour Hotel in Rapallo is a few blocks in a straight line from the railway station and just a few blocks from the sea - ideal location! I'm not sure if there are rooms with seaside view but I got a large double room in the back of the building. It was quiet (though at some point I could follow the conversation between the people in the room next door - the walls seemed quite thin to be honest) and clean. The bathroom was OK except that the main light was broken (I did have a smaller light above the sink though, which was enough for me; my bathroom at home is quite dark too so I'm used to it :-)). The bed was comfortable and I had a good night's rest. The staff was very friendly too, providing me all information in French (they spoke English too). Breakfast was ok but not much variety. Croissants, (pre-packed) toast, cereals, yoghurt,... no fresh fruits though. I only stayed there for one night as I was passing through and that was just fine. I wouldn't recommend anyone to stay in Rapallo for a longer time as it's a little run-down and not so much to see compared to other villages such as Camogli, Portofino (uhm well, it's a little harder to get there and probably more expensive too) and the Cinque Terre villages. The hotel though is more than fine!
