I stayed at Camping Roma in 2007 with some girlfriends and had an amazing time. Everything was clean and comfortable, and there was a great community atmosphere. I would agree that the shop is pretty rubbish, but there is a huge supermarket just over the road that we visited regularly. The pool area is great, and we never had any trouble getting loungers. There's a nice bar that was often busy at night, along with plenty of BBQs and themed events going on around the resort in the evenings.
We had a chalet between three of us, but could easily have had another couple of people staying with us. There were two bathrooms inside, a kitchenette, a large table area and a nice private outside area with picnic bench. The kitchenette was very basic, but when we weren't eating out, we mostly ate delicious fresh produce from the aforementioned supermarket, tomatoes, bread, olives, cheese etc, and so didn't need anything other than a fridge and utensils.
There was a regular shuttle to a busier town, from which we easily got the metro into Rome. I don't remember ever being inconvenienced by timings or long waits. It was easy enough for us to get a cab back if we stayed out late at night. What I liked most about CR, was that we could have a sun holiday by the pool in the morning, before going and having a city break in the afternoon. The best of both worlds. I wish more cities had this kind of duality.
I would say it definitely works out best for younger travellers or teen holidays, purely because we were there for a good time and so probably really only saw that side of the accommodation. If you went as a family, there is always the potential that you will be between a couple of chalets housing not-so-like-minded tourists.
