I came back yesterday having spent 3 nights at this hotel whilst on holiday with a friend and, yes, it is in need of refurbishment but the rooms were more than adequate although I had a couple of mini-grumps - lack of sockets for chargers etc for one - the rooms was pleasant and comfortable. One important thing: neither of our rooms smelt of cigarettes and I had no complaints at all on that score. ( Rumour is that Gib will implement a ban anyway soon). The staff were extremely helpful, especially advising us on the best way to visit the Rock itself. One minor point: anyone who has difficulty in crossing bridge between the breakfast room and main part of the hotel. It is far far easier to go to reception, pop out of the main entrance and in through the side door!
Would I recommend it ? Yes. Price wise it was far cheaper than anywhere else we found on the Rock - £47 pn including continental breakfast and apart from the minor glitches above, it was very good value.
