We stayed at the Tryp Hotel in Ceuta for one night on our way from Morocco to Spain.
The hotel is modern, bright and comfortable. The bathroom is large and the bedroom is a reasonable size. Very comfortable bed. The hotel is conveniently located.
We had a good dinner in the hotel dining room. The hotel is not memorable in any way, but it's a good place to stay if you're staying the night in Ceuta.
The staff at the Tourist Office nearby were very friendy and helpful.

If it's not strictly necessary to stay overnight in Ceuta, I would suggest to avoid the Tryp (formerly, a Melià Comfort).
A beautiful hall, actually. But stuffy rooms and a terrible service.
The only pros, are the very affordable rates: not enough to sell away the comfort of your soul.
There is a wonderful Sofitel (Marina Smir) just across the border of Morocco, some 20km in: go there!
