I have lived in Santander for a year so when I returned for holidays two years later, I knew where to go.
In its price range, I do think the Chiqui is the best choice in town if you come for the sea. Beautiful views over the beach from pretty much every room. It's a solid tourist hotel with everything you need, but nothing too fancy.
We had single rooms without balconies, but they were nice enough, modern interior, very clean, good beds, and the aforementioned stunning view. Unfortunately, no fridge, if I remember correctly. I didn't use the TV, so don't know about int'l channels.
Lovely staff, I think they do speak English (which isn't so obvious in this part of Spain, even in tourist hotels), but always dealt with them in Spanish.
Good quality buffet breakfast, even the English don't have to starve - cooked items available. The best was that it was served till 11.00 :-)
Location: As I mentioned, I think it's perfect, right on the beach, but at the end of the road, so rather quiet. There are a number of bars and good (tourist) restaurants in the area, but the real stuff goes on in the city center. You can easily get there by car (10 min), walking (35 min through the tunnel), bus (cheap, modern buses and regular service until midnight; there are nightbusses, but they are rather infrequent, so I would recommend a taxi for the way back), or taxi (€4-€6 in 2007).
