Stayed on a Thomson half-board package from 6 to 13 Feb and felt overall we got good value for money. The hotel is spotlessly clean throughout ; with a dozen floors of near-identical rooms, a terrace, bar, restaurant, swimming pool and a separate entertainment room, where you can watch Elvis and Beatles tribute acts and a bit of magic (if you like that sort of thing). Obviously it attracts the more mature visitor in the winter. German guests appeared to form the majority when we were there, though there were plenty of Spanish guests too. I would have put the British contingent at no more than ten percent.
Some guests made an issue of the quality of food on offer at dinner (not breakfast - which was very acceptable). It did lack variety and was less than exciting, but, in our experience, it was no better, no worse than you would expect for the buffet arrangements that so many hotels put in place. My advice is to dine elsewhere at least once during your stay. A juicy steak at Meson Los Gemelos, 15 minutes walk away, went down very well.
A word of warning about Puerto de la Cruz. We were aware it was on the "green" side of the island and more prone to rain than the more commercial resorts in the south. However, we counted ourselves unlucky to see so much cloud and so little sun during our week. Because of this, the proximity of the bus station is quite handy, as so often the sun is only a bus ride away down the coast. One 30 Euro Bono ticket can take a couple a long way during one week. We went as far as Santa Cruz in one direction and Los Gigantes in the other, plus a few more local trips as well. Buses are popular, so get to the stop in plenty of time if you want a seat !
