This hotel is very near to the entrance of Vitoria, so its location is very good to get by car or by taxi, and it's near the train station.
However, there are many different kinds of rooms, and not all of them deserve to be in a 4 stars hotel. Some of them are new, but others look like the 50's.
I would only repeat if I go on business and the price is low, for a short stay or if there is no other choice.
Not recommendable for longer stays.

The hotel car park charges 18 euros a day. That's a ripoff.
The room is not very clean and the deco is a bit dated definitely. Not a four-star quality but the location is not bad....walking distance to the old city center. Okay for a night or two if you do not expect too much.

Book a room facing the back of the hotel as the front rooms tend to be noisy. Breakfast costs extra, good but expensive. More fun and cheaper to eat breakfast in the local cafes.

I stayed here for two nights on business. It was booked for me so I didn't have any choice. However, given the choice next time I would certainly try to find somewhere else. The hotel is dark and in need of an upgrade. The decor is depressing and the food bland. However, the 'prize' has to go to the reception staff - totally disinterested and unhelpful! Even when three of them are behind reception chatting about something, guests had to wait until they had finished to be given their key. There must be better hotels in the city. If so, try to find one.
