Hotel Panorama offers rooms for 145 euro a night including breakfast, in Hamburg Harburg. For such a price at such a location, I would expect not something extraordinary, but a little more luxurious than a 2 star hotel.
The hotel is very standard, though, not to say a little bland. Rooms at the front are noisy, badrooms do not include bathtubs, and single occupancy translates into a twin room with two rather small beds. Wifi is available, but at 8 euro's an hour it is far from a reasonable deal.
The breakfast buffet was pretty good, though the restaurant was so understaffed that it turned out to be impossible to get a cup of coffee in the half hour I was there. All in all, the Panorama Hamburg Harburg is not really bad; it is just not very good either.

“Would be OK at 70% of the price”
Quiet location in Hamburg suburbs, but nearby metro station makes it easy to get downtown. Ended up booking this place for reasons to boring to explain, and paid €95 without breakfast. Very tired looking room, lousy TV reception, unusably bad wifi. Cheap bed and pathetic pillows as mentioned in another review. Reception staff OK though considering what a dreary place they work in.

“Stay well clear”
To start reception is a shambles. *If* they haven't messed up your booking, you are met with surly, uninterested staff.
The rooms are OK, but nothing special. Beds uncomfortable with not enough pillows!!!
Bar and restaurant are standard, and woefully understaffed.
Finally, the cost of staying is far too expensive for this type of hotel.
There are far better and cheaper hotels in Hamburg, if you have to come to Harburg, stay in Hamburg city centre and get the train to Harburg.
