When we first saw the front door. The hotel looks old. But that's tear down our feeling. The floor of main entrance was full of bird poo. Extremely unhygienic I must say. Moreover the elevator was broken and we are a big group of 15 people. It ends up that we had to carry our own luggage to the 2nd -3rd floor by stairs by ourself. We got soaked. The non-smoking room was full of the smell of cigarette. Breakfast was ok though.

The car park is located through a couple of other car parks, down a ramp which you are likely to hit the floor of your car with (we did). It has a barrier but no gate or additional securely that I could see (there is CCTV on the reception desk).
It does not feel central as it is a long way down the quay..but I imagine it is only a few minutes of seedy walk to the town centre.
The fire exit on the corridors from on which the rooms are situated is connected to a fire escape leading directly to the rear of the building. This door was open at 10pm when we arrived, giving anyone access to the hotel from the rear (not a nice area)
Man on reception spoke excellent English and tried to be helpful but we did not feel this was a secure place for children for the night.

The room smelt of urine and was not clean. The car park was in a very dubious part of town and the hotel is located under a flyover. Despite having already paid, we found somewhere else to go for the night!

Good Hotel with free car parking either underground or on well surfaced park at the rear of the hotel with a reception operated barrier. Larger than average sized rooms with double glazing which significantly reduced noise of traffic on busy roads adjacent.. Reception staff were friendly and helpful.

Rouen Centre is a short walk (10 mins max) away with many attractions, shops and restaurants. Excellent hotel for short city break.
