A two star establishment that deserves its rating. (I am making this point for, as I occasionally used to already point out, in France you might sometimes really wonder at what criteria are applied for the hotel star rating...).
Very close to the central train station (2 minutes walk), convenient for a traveler's stop-over and a longer stay, alike. The hotel is 10-15 minutes walk to the city center, admittedly through an area of cheap Asian bars, dubious private clubs and red-light zones; but the route through the narrow, not-so-clean side streets it did not seem unsafe.
The room I was given was adequate to what you might expect from a **hotel: a small room with a standard basic equipment, and a nice, quite spacious WC/toilette.
Do not fear the (cheaper) room option “canal view”; the windows go to the street, along which a nice canal paves its way, and beyond, you get to see the nice building of the Toulouse train station.
No comment on the breakfast quality for in France, I hardly ever use that option.
