My girlfriend and I have just returned from a 3 night, 4 day stay in Paris, where we stayed at the Hotel Flora.
It is a clean, friendly Hotel, and reasonably located for the Metro (Gare D'Le Est being less than a 5 minute walk away). The staff were indeed very friendly during our stay (even if they never did replace our two single beds, with the double-bed we had booked, as they very kindly promised to do), and the breakfast, typical cold-meat and croissant continental-fare, was served in a clean and friendly basement restaurant.
On the down-side, the location is a little grotty, the Hotel being located in a rather run-down, but lively, neighbourhood (typical of most urban areas in the direct vicinity of major train stations in my experience). There is also building-work currently going-on right outside the Hotel door (come out of the Hotel and step around pools of sand and cement and broken pavements) and certainly there are no interesting views from any of the small, dark rooms, other than the grey walls of nearby buildings.
Also, the Hotel itself, while clean, hasn't been refurbished since Austin Powers decorated it in 1965 (despite suggestions that I have read to the contrary), it's been left so long, it's now border-line kitsch.
Anyway, it's good as a B&B and a friendly base to use as a platform for exploring Paris - ie fine for substance over style. If you want to treat yourselves to a special few days in Paris, then this is not the place for you - go for a better area, and a Hotel with more modern/stylish facilities (ie pay more, because this is not a treat).
PS - Orange France WiFi is available in the Hotel, at a cost of 10EUR for 2 hrs at the time of this review.
