I stayed in Paris for a week from January 3rd through January 10th of 2012. I paid for my room through Expedia over 6 months in advance. When I arrived exhausted on the 3rd I was informed they had given my room to someone else but they had an "apartment" in a building owned by the owner of the hotel. I had no choice but to take their offer. In fact, the lady at the front desk asked me at least 3 times to "don't call Expedia...we can handle this for you".
When I finally got to this "apartment", it was on a dangerous, dark street in an area I would not have chosen to stay at. It was not much more than a closet and I had no maid service or other amenities I would have had at the hotel. It was a very sad little place. You had to run water almost 5 minutes before you could get hot water. The toilette was crammed into a little space so small that you had to contort yourself to sit down. There was mold in the shower and no wardrobe for clothes...just some hooks on the wall. Although I was supposed to get my breakfast as part of my hotel fee, I didn't get this at the "apartment" as I would have had to walk a half mile to the hotel to eat each morning. One night I was assaulted, cursed at and pushed by some drunks inside the security door of the "apartment". On other nights I could hear drunken parties taking place in other areas on my floor.
Then, after returning to the US I found some other reviews that indicated that giving people's rooms away and relocating them to another, crummy hotel or "apartment" might be common practice for this hotel.
My advice? If you want to be sure you will have a room when you arrive, don't book a room at this hotel.
