Reading all previous reviews I did not know what to expect, to be honest. It is true that one traveller cannot see all the rooms, so I don't know if there were bad rooms or not. I can only share my opinion of what we experienced. Don't make a strict judgement based on one story only; If you happened to get a lousy room, then ask them to change it.
We were a small party of friends, and all our 3 rooms were different. All small, "Parisienne"-style, 2 facing the street (with the view to Moulin Rouge) and 1 room facing to the quiet courtyard. There were noise on the streets, yes, but so?: Hey c'moon - This is a very lively area of Paris which one has to accept when choosing a hote. We did not mind, and one of us had prepared himself with some earplugs :) If you want to go to sleep at 21PM, choose a hotel in 15-17eme (Arondissement) with less (or not at all) night life, but be prepared for longer distances.
Moulin Plaza is right in the middle of red light-disctrict, so if you have doubts or reservations for that - choose another area. I would only do so if I travelled with my kids. In our opinion (we are just married couples) this hotel has a PERFECT location, the area is safe and clean, nice restaurants and theatres, entertainment within walking distance.
(I would avoid those restaurants with only tourists dining there; for example Buffalo Grill next to metro Blance was something sub-standard.. worst food ever in Paris and lousy service. Typical example of a chain-restaurant with no effort at all. )
The only minus to hotel Moulin Plaza comes to the breakfast. Every morning the same scant selection, the coffee machine-system gave something that should not even be called "coffee" and breakfast staff seemed very bored with their job. A smile in the morning would have made my day start even better! The staff at the reception was totally different; very friendly and helpful (not so usual in Paris hotels...)
