I stayed at this hotel for four nights in mid November. It's not very far from the Tourist Office. I recommend taking a taxi to the hotel if you have a lot of luggage.
The staff was pleasant and helpful. They speak English. The rooms are clean and sleek (as Lonely Planet described). There is no lift, so be prepared. Free wifi works great.
If you like to jog, there is an area about 3 blocks away by La Loire river. I agree with the other reviews that it can get very noisy. But, I think it's mainly on Fridays or the weekend. The hotel is by bars and the crowd can get very rowdy. You can join them perhaps? :)
Tours is very charming city! I went on a few minivan castles tours booked through the Tourist Office on the same day. They open at 9am (closed early on Sundays). Azay le Rideau and Chambord are must sees. Usse was a disappointment. Seriously, don't bother and save time and money. Minivan tours are good to get around, but keep in mind you only get a little over an hour to explore each castle. Also, these tours usually do not include an entrance fee, just a discount. If you want see Chenonceau, Blois, or Ambois, you can easily take the train.
