I stayed 1 night in Strasbourg at Hotel Victoria 3 weeks ago. I thought I booked for two nights for my stay, but turned out that I made a mistake online and booked for July instead. Anyway, the hotel was booked solid for my second night, and for my first night, she only had a small single room available, which I took. The lady at the reception desk speaks great English, and was super friendly with me trying to converse in French.
When she found out that I made the booking mistake, she immediately helped me find another room at Hotel le Grillon directly across the street for the second night. You can't ask for better service than that!
The hotel is situated about 3 minute walk to the SNCF train station and maybe a 10 minute walk to the old town, which was perfect for me since I was traveling by train.
The room itself to be expected was small, since it really was a single room French style. Tiny bathroom, and very basic furnishing. But it is a budget hotel, so you can't expect luxury. In addition the Wifi is free with passwords from the reception.
A minor issue for some, is that the street is noisy at night, because of the bars nearby. And without AC, you would want to leave the window open.
I would highly recommand Hotel Victoria as a budget hotel to stay in Strasbourg.
