I attended a conference at Ciarus for 6 days and stayed there as well. Some of the attendees chose to rent an apartment and walk to Ciarus each day and that's what I would do if I could change the past. The accommodation is basic, that's not the complaint - you expect that. But the staff, with 1 or 2 (male) exceptions were unfailingly rude, offhand and unhelpful. Before I went I emailed them that I am vegetarian and that I had been a bit concerned about the reviews I'd read about noisy school parties. No problem, they wrote back, we cater to vegetarians and the school kids are not going to be an issue. Well, each day for the whole 6 days I had to go out for all my meals as not one vegetarian dish was offered and the breakfast each day was the same dreary croissant, bread and jam.. And the French and German schoolkids rampaging up and down the halls till the wee small hours (not a teacher in sight), yelling and slamming doors, nearly sent me round the twist. When some of us spoke to the staff they literally shrugged their shoulders in classic Gallic indifference. If you want to save money in Strasbourg, there are plenty of hotels and apartments, but book ahead as they are often booked out. If that had not been the case I would have moved to another place but I could not find a room. A thousand yuks to Ciarus.
