We (family with two kids) stayed in Hotel Quartier over Civic Holiday long weekend (which is, by the way, is not a long weekend in the Province of Quebec). Overall, although there were no serious issues which could affect our health of well-being (like unsanitary conditions or violence), we definitely felt we were not getting our money's worth.
Let's be fair and start with positives. The hotel's design is much more modern than your average North American chain. When one enters the lobby oone feels as in one of those European hotels, which don't care about "corporate style" inherited from Golden Fifties. It is pretty conveniently situated relative to major highways leading to Quebec City from South and West (i.e. Ontario, Montreal and USA). Location relative to the Old Town is not so bad too (about 15 minutes drive). The neighborhood is nothing to be excited about (typical suburban mix of malls, office buildings and some residential subdivisions), but it felt safe and has everything a traveling family might need to sustain itself (supermarkets, department stores, fast food and family restos). The hotel's maintenance is adequate, everything in our room was clean and in good working order. Front desk staff is fast and efficient. The hotel has plenty of free parking, although parking spots are definitely narrower than in other jurisdictions of North America (must be a Quebec thing).
Now let's talk about not-so-positive aspects. My biggest problem with the Hotel Quartier was not getting my money's worth. Rooms are not truly small, but on smallish side, do not have a fridge, a coffee machine or a kettle, but this place advertises itself as a 4-star property and charges accordingly. We needed a cot and, instead of customary 10 bucks (and many places do provide it for free), we were charged $15 per night. Fridge can be rented for $10 per night, and they not only don't have kettles/coffee machines in rooms, they don't have them for rent. You need to go to neighbouring Golden Arches (thankfully, there's one right across the road) or a gas station for a cup of hot water for your tea. And I have to remind you again, this is the place advertising itself as a 4-star. Walls are very thin, so you are much more aware of your neighbours' actions than in other hotels. AC unit was working OK, but was producing more noise than a Dash 8 turboprop. Floor plan is very odd, you can't get anywhere without going up or down couple of steps (wasn't a problem for us but I can't imagine how to use a luggage cart here). And I did find their practise to preauthorize one's credit card in advance for full amount odd.
