Extremely comfortable room with working air con, clean beds, dated but not run-down interior, and polite, English-speaking staff. Had a room overlooking the golf course and, further down, the American consulate. Very convenient to downtown Tijuana, to the Mercado Hidalgo, and the Zona Río, and not too far from the airport. You can walk—perfectly safely, though watch out for sidewalks in disrepair—to Tijuana's excellent "zona gastronómica", including Cebichería Erizo, Cheripán, La Diferencia, Casa Plascencia, Villa Saverios, Asadero Baja Sonora, the Beer Box, etc.
The bathroom sinks have three taps: the two shorter ones are normal cold and hot water, and the swan-neck tap is purified drinking water. We drank it all weekend to no ill effect.
No nickel-and-diming at all. You pay up front for your room and there isn't any of this nonsense of you-opened-the-mini-fridge because there isn't one. The only thing not completely included would have been the breakfast (but we had other plans) and a bottle of water in the corner of the sink that was for sale for about a dollar (we used the sink, see above).
Just be aware that the taxi rates posted on the board near the door are higher than if you just walk out and flag down a "taxi libre" (with a meter—look before you get in!). The prices are not very high, just higher than the street. If you don't speak Spanish, though, it's worth having the captain call the cab for you.
Do not resort to their bizarre money exchange rate, either. You can exchange money anywhere simply by paying in dollars and accepting Mexican change. Nearly everyone in Tijuana knows the exchange rate ("tipo de cambio") by heart and can convert on the fly. As of this writing it was between 13 and 13.5 pesos to a dollar.
It's worth the extra money not to be kept up until all hours by the party going on in Avenida Revolución... stay here and cab back and forth for $6 each way. When going back "home", just tell your driver it's "las torres Aguacaliente" if they don't know the Grand Hotel. It's the second most recognisable building in Tijuana after the arch on the end of Revolución.
Tijuana's a great city perched on the edge of becoming a destination once again—this is a great base to explore it, because everyone knows it.
