I have visited Jamaica 6 times since 1989 and stayed at the buccaneer on two different occasions.
The Bad: The Rooms are sparse. The place is reasonably priced, yet you get what you pay for. I would put it at a Red Roof Inn or Motel 6 here in the US. The beach is public and you will have allot of people trying to sell you items. Jamaicans can be pretty agressive with their sales pitch. You will be asked to buy t-shirts, carvings, and yes... even drugs (Gasp). You need to learn one term "Me No Want Nuttin". I found that every car became a Taxi and I was asked quite often if I needed one. Trips to Negril have gotte expensive. I have heard of all day affairs costing $200. Basically not for families or romantic getaway (I guess depends on your definition of romantic).
The Good: It is instead for those with spirited hearts looking for a real locals experience
Why are you caring about your room? Sleep and wake there only. You will never ever get to know the true people if you just go straight to an all inclusive hotel. You will get maximum respect for choosing a hotel where you are not guarded by security 24/7. Your time will be absolutely intense. EVERYONE is a character. If your into drinking, the bar on the beach is fun. You'll run into a mix of people on vacation and locals. This is the closest hotel to the airport. I stayed once because I arrived late and the rest of my party did not arrive until the next day. A perfect place to stay if you just need to get a quick room in Mo Bay.
I visited with one of my friends to both the buccaneer for a week and a nice all inclusive option and he said that he was bored at the all inclusive resort. Stated that he wished we were back at the Buccaneer.
I guess it is what you are looking for. If you are looking for a super cheap option where you are thown in with the locals, here ya go...
