I recently returned form a ten day vacation in Aruba and stayed at the Mill Resort. In my opinion, The Mill is a good choice for reasonable priced accommodation when staying in Aruba.
Pros:
1. Cost - staying here is cheaper then the cost of staying at the high rises.
2. Smaller facility - this facility is a two story facility which I prefer over the high rise / high capacity facilities.
3. Staff - The staff is very friendly and for the most part conversant in English. They also quickly recognized me as a return guest even though it had been 6 years since my last visit.
4. Location - This place is within reasonable walking distance of the beach, shopping, many restaurants and the casinos. For those wanting to go into town, the bus stop is close by for a $1 trip to town.
5. Pool - The pool is well maintained and of reasonable size.
6. General cleanliness - The public areas of the facility are well maintained, though you might need to put on a parka to use the toilet facilities by the main desk (AC on full).
Cons:
1. Rooms - They are currently refurbishing rooms, I was in one not yet worked on, so it was not in great condition. Could only get warm (not hot) water for showers, had to chase staff down a couple times for missing towels and some of the pillows were beat. Another minor annoyance was the location of light switches. Overall this didn't bother me too much as I only spent time in the room to sleep, shower and change before going out. If you plan on spending time in the room, these flaws may bother you more.
2. Restaurant - Good food, but a bit pricey for what you get. The $15 buffet breakfast is over priced for what is available. You can do better with a short walk.
3. Pool - Limited shaded areas around the pool, for those trying to avoid sun-burn / overexposure to sun (like those I was traveling with), it was a race to get to the few shaded areas before others took them.
4. Bills - Be sure to check your bill closely upon checking out. They forgot to apply a $25 credit to our bill and others had bar and restaurant charges they didn't incur on their bill. But the staff was very happy to make any corrections once discrepancies were pointed out.
5. Internet - No free internet, and strange billing cost progression for paid internet: $5 for 1 hour, $10 for 1 day, $30 for 7 days. They also didn't have a place where you could print out boarding documents for your return trip.
Final note, the place does have security, but I would still suggest locking your valuables in the provided safe when you aren't in the room and locking your patio door (if you have one) when you leave the room or go to sleep at night, especially if you are in a first floor room.
