The Catamaran is a nice 'old Caribbean' style hotel, very relaxed with a friendly staff. The owner takes charge of the place personally so while the facility shows some signs of age (in furniture and fixtures), the atmosphere and attentiveness of staff is excellent.
I stayed for 4 nights in a superior view room on the second floor of one of two out buildings adjacent the pool and yatch pier. The porch had nice wooden loungers with table and chairs; first floor rooms had hammocks outside each door. The hotel's waterfront location is lovely and both the small beach and small pool fronting the water are clean and well maintained. The hotel restaurant also fronts the water with lovely views. Falmouth Bay is a fairly deep closed bay though so nutrients gather and stuff grows on the bottom. As other posters indicate, this is not really swimming water although it appears clean and is pleasant to look out on.
Most rooms have fully equipped 'efficiency' kitchenettes with everything you'd need to self-cater. This is a nice place for those that like to get out and do things on their own. While the hotel offers some kayaks and Sunfish sailboats for use, the smallness of the place doesn't make it a destination in itself but rather a friendly, attractive, economical base for island touring. It exudes less formality than the historic inns at nearby Nelson's Dockyard (Admiral's Inn and Copper & Lumber Store Hotel) with which it competes on price point.
Examples of owner/staff atitude: Antigua has dysfunctional outgoing international telephone circuits. We inquired about renting a sat phone from Cable & Wireless. Ms. Bailey (Catamaran's owner) implored us to simply use hers to call the states to check in on family; it was a nice genuine gesture. I later flattened a car tire not far from the hotel in one of Antigua's tire eater chuck holes; I ended up in the hotel's parking area with the flat. Unfortunately, the lug wrench was missing from the rental car's tool kit. A hotel staffer borrowed one from staff vehicles and changed the tire for me before I could say anything otherwise. On our first night, Ms. Bailey was hosting and soliciting support for a local Antigun civic group at the hotel. Hors d'ouvres were served at the restaurant with an open bar; she invited hotel guests to partake of the food and drink. The place has a gracious community-family friendly vibe.
