On a quiet street walking distance from Tokyo train station. It's mainly a hotel for laying your head down I would say, the rooms are a little small and could do with repaint but the hotel has a bit of character and a sweet location that carrys it. Also very clean and apart from a few wall scratches and the like the rooms and general layout is very nice. Very good Lawson opposite for picking up bits and pieces (it's some kind of swish Tokyo version with loads of toasted cheese sandwiches and ale, I almost wept, I don't get out of rural Japan much).
Not sure about breakfast but I was up and out early. Pricewise, it's surprisingly good for the location and the decor.
