This is the update about the complaint regarding Loader Street accommodation. It took a while because, like the original complainant, I have been led a merry dance through various incompetent authorities. I have as a last resort turned to the Medical Officer of Health (MOH).
I have submitted the following letter of complaint which is reproduced here for all interested parties.
The conclusion I have reached is that if you engage in contracts with non-accredited accommodation purveyors, you risk the same disaster that befell the original complainant and nobody really wants to hear your troubles, or is interested in fighting for your rights; however, the MOH has agreed to vigorously take up this complaint at all the premises that can possibly bring you grief.

A casual scan on the net has revealed 6 addresses to which MERCURE PAIZEE is connected. He gives his tel. no. as 082-4226900. These properties are:
1. 121 Loader Street, De Waterkant, Cape Town
2. 148 On Waterkant
3. 197 On Waterkant
4. 44 On Hastings
5. Champ, 3 Loader Street
6. Loader Street Terraces, 3 Belbank Terrace, De Waterkant.
