It's a low-budget hotel with a better cost for it's services and rooms. Generally clean and a good night's sleep is attainable.

Had an enjoyable 6 day stay at Hotel Samrat. It was basic (no hot water in the shower) but very clean and fantastic value. The on-site restaurant was one of the best in Diu with a wide selection of Indian food. The manager was extremely helpful and all the staff were really friendly. Would definitely go back!
