I stayed there every year from 2003 to 2007 and can only recommend the house. It is well situated, cheap enough, a variety of rooms, has a fine garden and friendly staff. On my recent trip to Siem Reap I stayed at Smiley's Guesthouse. I found it to be quite good value - air conditioning, cable TV for $15 a night. I've stayed with smileys on numerous times, over numerous years and in numerous locations. I've found them second to none really, though on my last trip to their siam reap place I did find the staff to be a little surly, but then I guess for what they earn, I guess I'd be a little surly too. I found Smiley's Guesthouse decidedly un-Smiley. The staff are unfriendly and dismissive. The rooms are a bit grubby and vary in standard even if you're paying the same prices.
