For only $20 a night per room we stayed at Sokha Heng. Friendly staff, clean rooms. The most things to do / see at downtown Phnom Penh are at walking distance. Do not buy your waterbottles at the street ore nearby shops, the hotel sels it; cold and pritty cheap.
