The River Inn is fine if you set your expectations to a barely 3 star hotel. The location is ok (near the Kennedy Center and Georgetown), the staff is friendly (if not a bit inept) and the price is right. The big sticking point is the room itself. Reasonably priced hotel near Foggy Bottom/George Washington University. Free internet access. Only drawback is that restaurant appears to be frequently booked for private parties (2 out of 3 nights while I was there), leaving no in-hotel alternative other than room service or walks to mediocre restaurants 2-3 blocks away.
