Stayed February 2007 2 nights in Pension U Salzmannu (rooms in oldest inn in Plzen- just off the main square Namesty Republicky).
Booked for us by a friend living in Plzen and can recommend it highly. Recently-restored rooms,; ours was very large, with new bathroom with power shower; new if basic furniture; spotless and comfortable, and quiet despite central location. Breakfast (tea/coffee, rolls, choice of cooked dishes) included in very reasonable price ( from 500K - about 20 Euros per double room per night - higher prices to 2000K for suites). Restaurant has large range of dishes ranging in our experience from heavy Czech cuisine to good salads. Friendly and helpful staff (some English and German spoken). Overall a very good find in the centre of Plzen. Good cafe/bar next door (Cafe Fellini). I'd say this rates as the equivalent of a good French 2 star family hotel.
