We visitied Wilhelmshaven as some of my relations live there. After searching through a varied amount of hotels, including ones on the promenade, we opted for this one. Just walkable from the train station, you walk through a pleasant pedestrianised area before you get to the seedy end of town. The hotel will probably be locked up with nobody on reception but once you've found somebody in the office next door everything starts to get better. Nice, light, very clean rooms with all you need.
