We booked our accomadation for MIPIM late and this was suggested as being ok. The staff speak little English, but this is not a problem. I have stayed here twice during trade fairs. It's out of town, although the bus ride is fast and cheap during the day (watch out for taxi prices at night). The rooms/apartments are clean and functional. Breakfast is fine. They have large numbers of people staying there, so the approach is rather quantitative. More
