Weekly Mansion offers low-budget apartment hotels around Tokyo. The one in Higashi-jujo is probably the cheapest - rates start from 3000 yen per night, which is what a hostel usually charges for a bed in a dorm room. This is important to keep in mind, to keep expectations reasonable.
The hotel has three buildings (P1, P2, P3) with different rates....
