I suggest the city as the dam area appears to be an industrial and lonely place. We stayed at the Ramada in central YiChang, it was ~$67 USD per night, very nice and helpful staff, internet in the room. There are bus/car/boat tours to the dam from the hotel. Upon arrival, getting from the airport to the hotel you can take a taxi, ~$15 USD or take shuttle bus ~$3 USD. Taxi will take you to your hotel, the bus will take you to city center, but they let you get out along the way if you wish.
