When it's not snowing, the place is sad and really nothing much to see. The rides are over priced. Do something else! Go to the snow mountain or do something else.
Napa Lake was basically more like Napa Drain Canal. The admission of Y60 was totally not worth it. We didn't do the horse riding because we were already scammed to pay more for the trip here as strongly recommended by our private driver we hired from Qiaotou to Shangrila. We should've read all the reviews here before blindly heading there....

When we visited not much of the lake was actually water. Covers a huge area and at this time of year yak graze on the dried up lake-bed. Around the remaining water there is much wildlife and great photo opportunities. You pay an entrance fee for entry into the reserve.
The Napa Grassland is worth a visit if you are travelling between the month of May to July, otherwise there is nothing much to see. We were there sep 10th, and it was still a grassy wetland instead of a lake. It's certainly a nice quiet area to get away from the town, but is not worth the admission price (Y60 to walk on wet grass). Best just to walk or bike around the area, this will give you the same experience.
We did not ride the horse, instead we chose to walk and wonder around. Alternatively a bicycle is good to explore the area. Very relaxing and windy. The entrance ticket allows us to access Yila grassland which is not far away.
Depending on the season, the Napa Hai (Napa sea) should be called Napa Lake, Napa Pond or just a Napa Graze Land. very well conserved place, I love it very much, very green, very natural. the water is so fresh. very relaxing to walk inside the park.
With new road encircling and entrance fees to some parts of this lake and grasslands, this is still interesting place to visit becauseof scenery, blue skies, verdant grasslands with wild flowers, horses, pigs and yaks grazing, and Tibetan people.
