I grew up in Kobe and know what it used to look like before the earthquake. They have saved a part of the harbor that has sunk from the earthquake. The historical display is interesting too.

As with many places in Japan, this is very nice and clean. It is surrounded by water on 3 sides. My 9 and 10 year old and I looked at the submerged sidewalks of Kobe from the Hanshin earthquake.
