I have never in all my life expected to see every flower on earth in bloom at the same time. If you are in the netherlands during late April or early May this is a sight not to miss. Don't worry about goign on a tour. If you are in Amsterdam, it is a short train/busd ride to the gardens. We went 2 days before they closed for the season. I would estimate about 1/3 - 1/2 of the tulips were cut back, but it was still an amazing place to visit and worth every penny.
