A visit to the Citadelle may not be a top priority of a (short) visit to Québec, but if you have the time to take a tour through the citadel and the museum you will be steeped in military history and lore.
It is probably a 20-30 minute walk to The Citadel from the Chateau Frontenac if memory serves me. We took the English speaking 9:30 a.m. guided tour which lasted an hour. Contains a small museum. Most of grounds are given over to the 22nd Regiment garrison. Not a lot of the history of the fort given. We had a good walk around it coming up from the Chateau. I've seen better interpretive displays at other historic sites. Changing of the guard is probably the best part of it.
La Citadelle de Quebec being an active military base is only accessible by means of the guided tour. The history is fascinating, and the views are spectacular. The few museums on the base are quite informative, and have interesting articles. Really is worth a visit.

This like the Halifax Citadel is worth visiting. The guides are very good in explaining the history of the Citadel and the various buildings you are allowed to enter house some great exhibits.
