There are 2 kinds of people on this drive: tourists & locals. If you're a tourist, remember that everyone is there for the same reason. You may be stuck behind a big tour bus that slows down for commentary that you can't hear. No, you can't pass them. You'll probably turn off soon anyway, if they don't turn off first....

Yes and you can stop off at beaches along the way, lots to see. hotels and little towns on the way through, restaurants etc.
The view is amazing! Drive towards Oak Bay Marina then follow the "scenic drive" sign, follow that loop and you'll end up in Fshermans Wharf.
Whether walking or by car, the Victoria waterfront from Ogden Point to Oak Bay is a must do...on the tree-lined streets of Uplands , Executive homes are a standout.
Once departing from the ferry this path takes you through the many neighbourhoods into downtown Victoria and gives you a view of the water that the residents enjoy everyday. Great drive hugging the coastline. Go slow and pull off to let the residents pass. Wonderful drive through neighbourhoods, good ocean views with some pullouts and beach access.
